Dr. Phil Smith is an instructor of ESOL and Foreign Language Education at the University of South Florida. He holds an Advanced Diploma in English Language Teaching Management from the University of Cambridge and completed his Ph.D. in Second Language Acquisition and Instructional Technology at ±«Óãtv in 2005.

Dr. Smith spent 18 years teaching English as a Foreign Language in Brazil. He was founding director of the British Culture- Language Center (Cultura Inglesa) in Aracaju, Brazil. His experience with ESOL also includes in-service ESOL training for public school teachers in Florida. He spent one year as an administrator of a private K-12 school in Florida and holds administrator certification from FACCS (Florida Association of Christian Colleges and Schools).

His research interests are in pre-service education programs, and student-teacher attitudes toward mainstreaming ESOL students. He has published a study on attitudes and is active in research regarding teachers' perceptions and attitudes towards ESOL students. He has also written an article on models of administration in Foreign Language programs, and co-authored a book entitled "Teaching Language Arts to English Language Learners."
